ENERGY PROJECTS
This article presents the results of the analysis of the economic state of the domestic gas industry, including the activities of the flagship of the country’s fuel and energy complex, the Public Joint Stock Company Gazprom Group of Companies. The authors consider the problems of reorientation of gas raw material exports to the East, issues of creating a liquefied natural gas complex, an icebreaker fleet for transporting LNG to old and new areas and sales points. Another issue under consideration are the difficulties of implementing the state target program of social gasification and pre-gasification of Russian territories. A separate long-term problem is the search for methods of circumventing sanctions and restrictions from the collective West against sectors of the Russian economy. The purpose of this study is a comprehensive assessment of the implementation of state programs for regional development based on the industrial use of hydrocarbon raw materials, including the social gasification / pre-gasification program in the constituent entities of the Federation. Research tools used in this study include activity comparativism, formal logic and expert assessments as well as methods of economic statistics and financial analysis. The research results obtained by the authors of the article include both technical, economic and financial analysis of the departmental non-public information on the discovered problems of the gas industry and possible ways of overcoming the difficulties of geopolitical instability through geographical reorientation of export opportunities of the gas industry. The research materials are supported by calculations, tabular and graphical constructions. The conceptual approaches to the study involved, the prospects of the gas industry moving East, were a subject of cross-discussion. The article concludes with three brief conclusions.
ECOLOGY AND NEW TECHNOLOGIES
he last decade in the Central Asian region has been characterized by a steady trend of increasing fresh water needs due to the expansion of agricultural activities and the growth of population consumption. At the same time, the growth of consumption is ensured exclusively by increasing the anthropogenic load on available water resources, which causes a multiple increase in the risks of environmental disasters and problems with water supply and ensuring water security of the countries of the region. The article uses the method of complex assessment (balance method) of assessing the level of water resources availability in the context of countries, content analysis of regulation of water use of transboundary rivers, factor analysis of the growth of regulation of water flows of the main rivers (Amu Darya and Syr Darya basins, hereinafter abbreviated as BAM) and project analysis of the growth of anthropogenic pressure on the resource base of the region. The study notes that the uncoordinated use of water resources for national development and projects to overcome the environmental problems of shallowing of the Aral Sea only lead to an aggravation of the situation. The conclusions are based on the assessment of projects and strategies for overcoming the environmental catastrophe of the Aral Sea and the construction of new artificial water drainage infrastructure in the countries of the lower reaches of transboundary rivers.
The paper analyzes the state of the modern market of non-cash settlements of legal entities and individuals in the conditions of digital transformation of the banking sector of the economy of the Russian Federation. The concepts of credit card market development in our country have been studied. The problems of development of non-cash settlements at the current stage are defined. This process of introduction and use of credit cards is subject to transformation. The ways of its further development in the medium term are outlined. Integration into the work of banks digital tools that automate and simplify both for corporations and private households the bulk of financial transactions, which allows to buy most of the risks. The research was based on the analysis of statistical data on the dynamics of non-cash payments (from systemically important banks and various publishers), credit card transactions and the use of digital technologies in the banking industry. The methods of comparative analysis, forecasting and generalization were applied to assess current trends and development prospects. The results show that digital transformation is contributing to a significant increase in non-cash settlements, active adoption of digital banking instruments and increased automation. However, the not-so-strong increase in usage of financial leverage remains an ongoing challenge. The discussion may focus on the need to strengthen banks’ technological infrastructure, which is already advanced, to increase financial inclusion and further simplify processes for end users. Mediumterm prospects include active implementation of innovative solutions, minimization of associated risks and expansion of accessibility of financial services.

Transport and energy projects play a leading role in stimulating economic growth in both Russia and the CIS countries. These projects not only improve infrastructure, but also increase energy efficiency, contributing to the sustainable development of regions. In this article we are interested in the most important transport and energy projects in Russia and the CIS countries, their impact on the economy and development prospects.
INTERNATIONAL COOPERATION
In 2016 Saudi Arabia launched the «Vision: 2030» program to modernize the state and reduce the share of oil revenues in the country’s economy. One of the most important points of the program are measures aimed at stabilizing food security in the context of low levels of food self-sufficiency. This article examines the measures taken by the Saudi Arabian government to achieve food self-sufficiency, including the development of agricultural technologies, stimulation of local production, and the creation of strategic reserves. Particular attention is paid to the role of international cooperation in Saudi Arabia’s food security. Thus, the trends in relations with the KSA’s main export (UAE, Jordan, etc.) and import (Russia, China, etc.) partners are highlighted, and the impact of these relations on the kingdom’s food security is analyzed. The article concludes by examining the prospects for achieving food security in Saudi Arabia in the context of «Vision: 2030», analyzing forecasts of future trends and challenges.
ENERGY MARKET INFRASTRUCTURE
After the start of the SMO in Ukraine and the sharp aggravation of the geopolitical situation in Europe, Moldova joined the anti-Russian coalition and accelerated the process of rapprochement with the European Union. This had a serious impact on the country’s economy. The article analyzes the dynamics of economic processes in the country, the its trade relations diversification, changes in Moldovan energy policy and economic relations with Gagauzia and Transnistria. The issue of the Ukrainian refugees influence on the country’s economy is considered separately.
The energy situation after COVID-19 in the Republic of South Africa remains tense due to rolling power outages in major cities. The author notes that the first reason is the deterioration of the power grid on the one hand, and on the other the socio-economic situation of the majority of the population, which pushes it to destruction, including energy infrastructure. This implies a more global reason for the growing socio-economic crisis in South Africa. The author notes that the political program of President S. Ramaphosa’s «New Dawn» has not fundamentally solved the socio-economic problems of South Africa over the past five years. The problem of youth unemployment is particularly acute, which leads to further aggravation of social contradictions. The ruling African National Congress party lost its majority in the parliamentary elections, and the country is on the verge of political and socioeconomic changes.
According to the author, Pretoria’s pragmatic cooperation with Moscow will continue, including in the energy sector. Russia is interested in diversifying and developing energy projects in Africa. However, South Africa needs to diversify its energy sources independently, not only by switching to cleaner renewable energy sources under pressure from the «climate lobby», but also by developing reserves of non-renewable energy sources on the continental shelf.
INSTITUTIONS AND LEGAL REGULATION
Hybrid Change Project Management (HPM) is an advanced approach that integrates elements of traditional and agile methodologies to improve the effectiveness of project management. Despite significant conceptual development, the criteria and methods for the application of HPM remain poorly defined. The purpose of this study is to complement the introduction of HPM into domestic organizational structures through the use of Theory of Temporary Organization (TTO). Viewing the HPM through the TTO prism opens up a new paradigm of change project management, which is particularly relevant for projects that require a balance between adaptability and control, and are able to adapt to a variety of organizational contexts.
